if it never had rivet holes, don't put any in! use a transfer instead or use strong double sided tape if you intend to put a badge up front.
It's fairly unusual for it not to have had a riveted headbadge, why make like all the rest?

Hey, I have a raleigh badge that I was told came off my bike. Unfortunately it's been painted over with gold paint and the only writing still visible is "HAM" It doesn't have rivet holes, just 2 small projections from the back. My frame (early MK2) has had any holes filled when painted. Does this badge look right? Cheers.

nope, that head badge is far too modern.
All Raleigh badges of the period had 3 holes and were made of brass, were a lot thinner and not made from some monkey metal alloy garbage

Here's a pic of the frame. I got the bike with a bag of bits, the raleigh badge was in the bag. Looking closer at the frame you can see what looks like the 3 holes filled over for a badge but I haven't checked to see if they are holes yet, suppose they could be jammed with the remnants of any rivets and need drilling out.
